Who Is Eligible to Apply for Singapore PR?
These are the applicant categories ICA currently publishes.

Employment Pass Holders
Holders of an Employment Pass may apply and submit the application themselves through ICA's e-Service using Singpass.
EP holders make up one of the largest groups of applicants. There is no published minimum time on an EP before you can apply. Our guide to moving from an Employment Pass to Singapore PR covers timing, documents and common mistakes.
S Pass Holders
ICA lists S Pass holders in the same category as Employment Pass holders. They also apply personally with Singpass.
The eligibility rule is the same as for EP holders. How the application is assessed can differ with each person's circumstances. Read more in our S Pass to PR guide.
Spouses and Children of Singapore Citizens or PRs
- Spouse of a Singapore citizen or PR. The Singaporean or PR spouse sponsors the application with their Singpass.
- Unmarried child aged below 21, born within a legal marriage to, or legally adopted by, a Singapore citizen or PR. The parent sponsors the application.
A child aged 21 or above, or a married child, doesn't fall under this category. They would need to qualify under another one, such as holding an EP or S Pass.
Parents of Singapore Citizens
An aged parent of a Singapore citizen who is at least 21 years old may apply. The Singapore citizen child sponsors the application.
This category applies only to parents of Singapore citizens. ICA doesn't list parents of PRs as a separate category.
Students Studying in Singapore
Students studying in Singapore who have passed at least one national exam (PSLE, GCE 'N', 'O' or 'A' Level), or who are in the Integrated Programme, may apply. Students aged 15 and above apply with Singpass; students below 15 use the non-Singpass option.

Foreign Investors
Foreign investors apply through the Global Investor Programme run by the Economic Development Board (EDB), which sets its own assessment criteria and application process.
This is a separate route from the standard ICA application. EasyPR doesn't advise on investment migration. If this route interests you, please check EDB's information directly.
Can Work Permit Holders Apply for Singapore PR?
Not on the basis of a Work Permit alone. ICA's published categories name Employment Pass and S Pass holders, and do not list Work Permit holders.
A Work Permit holder can still apply if they qualify under a different listed category, for example as the spouse of a Singapore citizen or PR. In that case the application is made under the spouse category, not the work pass.
Eligibility Does Not Mean Approval
Meeting a category lets you submit an application. ICA then decides whether to grant PR. ICA says it takes into account factors such as:
- family ties to Singaporeans
- economic contributions
- qualifications
- age and family profile
- length of residency
These are used to assess the applicant's ability to contribute and integrate, and their commitment to sinking roots in Singapore.

Does Salary Affect Singapore PR Eligibility?
Not for basic eligibility. No published salary threshold decides whether you can submit an application. Salary becomes relevant later, as part of the economic contribution ICA considers during assessment. We explain this further in does salary affect Singapore PR approval?
How Long Should You Be in Singapore Before Applying?
ICA doesn't set a minimum residency or employment period for EP or S Pass holders. Length of residency is still one of the factors ICA considers.
Many applicants choose to wait until their employment and documents are settled before applying. This is our observation, not an ICA rule. See can I apply for Singapore PR after 6 months?

Can S Pass holders apply for Singapore PR?
Yes. ICA lists holders of an Employment Pass or S Pass together as an eligible applicant category.
Can Work Permit holders apply for PR?
Work Permit holders are not listed as an applicant category in their own right. A Work Permit holder may still fall under another listed category, for example as the spouse of a Singapore citizen or PR, in which case the application is made under that category.
Can a foreign spouse apply for Singapore PR?
Yes. A spouse of a Singapore citizen or PR can apply. The Singaporean or PR spouse sponsors the application through ICA's e-Service.
Can students apply for PR?
Only students studying in Singapore who have passed at least one national exam (PSLE, GCE 'N', 'O' or 'A' Level) or are in the Integrated Programme fall under ICA's student category.
Is there a minimum salary to apply for PR?
ICA does not publish a minimum salary for PR applications. Economic contribution is one of several factors ICA considers when assessing an application.
How long must I work in Singapore before applying?
ICA does not publish a minimum working or residency period for Employment Pass or S Pass holders. Length of residency is one of the factors ICA takes into account.
Does meeting the eligibility requirements guarantee PR approval?
No. Eligibility only means you can submit an application. Every application is assessed and decided by ICA.
