Can S Pass Holders Apply for Singapore PR?
Yes. ICA lists "Holder of an Employment Pass or S Pass" as an eligible applicant category. S Pass holders submit their application through ICA e-Service using Singpass.

MOM Work-Pass Rules vs. ICA PR Assessment
The S Pass is a MOM work pass for skilled staff. MOM sets its qualifying salary, quota and levy rules. The Employment Pass has separate MOM criteria, including COMPASS.
These rules decide who can hold which work pass. They are not ICA's PR criteria. ICA does not publish a salary threshold for PR, and it does not say that S Pass applicants are disadvantaged or that upgrading to an EP improves PR approval. See does salary affect PR approval?

ICA considers factors such as family ties to Singaporeans, economic contributions, qualifications, age, family profile and length of residency.

Timing

Common Mistakes S Pass Holders Make
- Assuming an S Pass is automatically a weaker starting point. ICA publishes no such rule.
- Delaying an application only to "upgrade" to an EP, based on an assumption rather than an ICA rule.
- Leaving out documents or translations, or submitting inconsistent details.
