1. You Must Fall Within an Eligible PR Applicant Category
ICA accepts applications from spouses and unmarried children (below 21) of Singapore citizens or PRs, aged parents of Singapore citizens, Employment Pass and S Pass holders, certain students studying in Singapore, and foreign investors (through EDB's Global Investor Programme).

2. Personal and Identity Documents
Every applicant provides personal particulars and identity documents. These usually include your passport, birth certificate and a recent passport-sized photo. Sponsored applications also need the sponsor's details.
ICA states that applicants uploading documents need to provide certified true copies of the original documents, together with official translations for documents not in English.

3. Employment and Income Information
If you apply as an Employment Pass or S Pass holder, you provide details and documents about your current employment, such as your pass, employer information and recent income records. The exact documents depend on your situation, so follow ICA's checklist for your application.
ICA does not publish a salary threshold for PR. Employment information is used as part of the overall assessment, not as a pass-or-fail cut-off.
4. Educational and Professional Qualifications
Where you declare qualifications, you provide the relevant certificates and, where requested, transcripts. Qualifications are one of the factors ICA considers. No particular degree or institution guarantees an outcome, and you don't need a degree to submit an application.
5. Marriage and Family Documents
If you are married or including family members, you provide documents such as your marriage certificate and your children's birth certificates. For spouses and children of Singapore citizens or PRs, these documents are central to the application, because the family relationship is the basis of the category.
6. Documents Not in English
Documents in languages other than English must come with an official translation. ICA accepts:
- translations provided by the embassy of the country or place that issued the document;
- translations provided by a notary public in Singapore or in the country or place that issued the document;
- privately translated documents that are attested by that embassy, or notarised by a notary public in Singapore or in the issuing country or place.
ICA does not endorse any private translation companies. Insufficient documentation may result in your application not being accepted.

Translations can take time. Many applicants arrange them early so they don't hold up the submission.
What Does ICA Consider When Assessing PR Applications?
ICA says it takes into account factors such as:
- family ties to Singaporeans
- economic contributions
- qualifications
- age and family profile
- length of residency
These are used to assess the applicant's ability to contribute and integrate into society, and their commitment to sinking roots in Singapore.

How Long Must You Work in Singapore Before Applying for PR?
ICA does not publish a minimum working or residency period for Employment Pass or S Pass holders. You need to hold a valid pass when you apply.
