ICA's Student Category
ICA's eligible category is a "Student studying in Singapore and have passed at least one national exam (i.e. PSLE, GCE 'N'/'O'/'A' levels), or are in the Integrated Programme (IP)".
Students aged 15 and above submit the application with their Singpass at ICA e-Service. Students below 15 use the non-Singpass option.
If you do not meet these criteria, you may be eligible under another category. For example, many graduates later apply as Employment Pass or S Pass holders. See Singapore PR eligibility and Employment Pass to PR.
National Service Obligations
ICA states that male PRs must register for National Service upon reaching 16 and a half years old, and will be scheduled for full-time NS at the earliest opportunity upon reaching 18. MINDEF allows students to complete pre-tertiary education first, but does not grant deferment for university studies.
What ICA Considers
ICA considers factors such as family ties to Singaporeans, economic contributions, qualifications, age, family profile and length of residency. It does not publish minimum grades, preferred schools, extracurricular scoring or nationality preferences. See how ICA assesses PR applications.

Families should consider the NS obligations before applying for a male student. This is an important long-term commitment, not a formality.
Frequently Asked Questions
Can every Student's Pass holder apply for PR?
No. ICA's student category covers students studying in Singapore who have passed at least one national exam (PSLE, GCE 'N', 'O' or 'A' levels) or are in the Integrated Programme.
Can university students apply under the student category?
Only if they meet ICA's student criteria above. Other students may fall within a different category, such as EP/S Pass holders after they start work.
Do grades or school choice affect PR approval?
ICA lists qualifications as one factor, but does not publish minimum grades, preferred schools or extracurricular scoring.
Do male students who become PR need to serve National Service?
