Does Holding an LTVP Make You Eligible for PR?
Not by itself. ICA does not list "LTVP holder" as a PR applicant category. Whether you can apply depends on whether you fall within one of ICA's official categories. Check who is eligible for Singapore PR first.
ICA's family-based PR categories include:
- The spouse of a Singapore Citizen or Singapore PR (sponsored by the spouse).
- An unmarried child aged below 21, born within a legal marriage to, or legally adopted by, a Singapore Citizen or PR (sponsored by the parent).
- The aged parent of a Singapore Citizen aged at least 21 (sponsored by the child).
If you hold an LTVP and also have an EP or S Pass, you may instead fall within the EP/S Pass category.
LTVP vs. PR
The LTVP is a visit pass issued by ICA, commonly to family members of Singaporeans, PRs and some pass holders. PR is a separate residence status with its own application and assessment. See ICA's LTVP page.
What ICA Considers
ICA considers factors such as family ties to Singaporeans, economic contributions, qualifications, age, family profile and length of residency.

Documents for Family-Based Applications
Family applications usually involve relationship documents such as marriage or birth certificates, as well as the sponsor's details. ICA requires certified true copies and official translations. Use ICA's checklist and our PR document checklist.
Make sure names, dates and addresses match across the applicant's and the sponsor's documents. This is where family applications most often become confusing.
Frequently Asked Questions
Can every LTVP holder apply for Singapore PR?
No. Holding an LTVP is not itself an ICA PR category. Eligibility depends on whether you fall within an ICA category, such as the spouse of a Singapore Citizen or PR.
Who sponsors a spouse's PR application?
Under ICA's spouse category, the Singapore Citizen or PR spouse logs in to ICA e-Service with Singpass to sponsor the application.
Is PR easier for spouses of Singapore Citizens?
ICA lists family ties to Singaporeans as one factor it considers, but it does not publish approval rates by category or say any category is approved automatically.
